China Visa Policy for Foreign Travelers

Rules can change quickly. Before booking non-refundable flights or hotels, confirm your case with the IATA Travel Centre and your airline, Chinese visa center, embassy, or consulate.

The four common entry paths

Most foreign travelers enter mainland China through one of these paths:

• Visa-free entry for eligible ordinary passports.
• A regular Chinese visa, such as a tourist visa.
• Transit without visa when passing through China to a third country or region.
• A region-specific policy, such as Hainan visa-free entry or certain tour-group arrangements.

Hong Kong, Macau, and Taiwan have separate entry systems. A traveler who can enter Hong Kong visa free may still need a visa or eligible visa-free policy for mainland China.

Visa-free entry for ordinary passports

Start here first. If your passport is covered by an ordinary-passport visa-free policy, you may not need to apply for a tourist visa before departure.

Permanent visa-free regimes

90 days

60 days

30 days

1. No more than 90 days within any 180-day period.
2. No more than 90 days within any 1 calendar year.
3. For holders of passports with series “E” or “PE”.

Temporary 30-day visa-free regime

In practice, if there is no major diplomatic conflict, this temporary policy is often extended for another year near the end of the year.

Temporary 30-day visa-free regime until 31 December 2026 for:

Regular Chinese tourist visa

If you are not covered by a visa-free or transit policy, you usually need to apply for a Chinese visa before travel. Tourist travelers generally look at the L visa category, while business, study, work, family visit, and crew trips use different visa types.

When applying, check:

• Visa category.
• Number of entries.
• Validity period.
• Duration of each stay.
• Required itinerary, hotel booking, or invitation documents.
• Passport validity and blank-page requirements.

Do not confuse visa validity with permitted stay. A visa can be valid for entry over a longer period, while each stay may be limited to a shorter number of days.

Transit without visa

China has transit without visa policies for travelers passing through mainland China on the way to a third country or region. This is different from ordinary visa-free tourism.

240-hour transit without visa

The 240-hour visa-free transit policy allows eligible travelers to stay up to 10 days in approved areas when transiting through eligible ports. You generally need an onward ticket to a third country or region.

Please note that some DPs show that your departure airline agents may not familiar with this relatively complicated visa-free policy, especially in airports that do not have direct flights to China (e.g. linked tickets from LGA via DTW to China, the staff may not know this policy and may refurse to issue boarding passes. But staff in Detriot are more familiy with this policy. Try to show the detail in IATA travel center to the agent, or try to reach to the hub first.)

Eligible Countries

Most 240-hour transit-eligible countries are already covered by ordinary passport visa-free entry above. The following are the main 240-hour transit-eligible countries that are not listed in the ordinary passport visa-free tables:

240-hour visa-free transit allows arrival and departure through the following eligible ports. Exits are available at all open ports across Guangdong Province.

Permitted area

Eligible travelers can make cross-province trips within all the approved stay areas below. The permitted area is not the same as “all of China”, so check your arrival port, departure port, and route before planning side trips.

For transit rules, Hong Kong, Macau, and Taiwan can often count as separate onward destinations for routing purposes, but you must confirm your itinerary qualifies.

Check three things carefully:

• Your onward ticket(flight/train/bus in Guangdong) is to a third country/region.
• Your arrival and departure ports are eligible.
• Your planned cities are inside the permitted stay area.

24-hour transit without visa

There is also a 24-hour transit without visa policy for many international transit passengers. It is mainly useful for short connections. Airport-specific and nationality-specific restrictions can apply, so overnight layovers and airport exits should be checked in advance.

Region-specific visa policies

Some policies apply only to a particular region, route, or tour format.

Hainan

Hainan has had visa-free programs for eligible travelers, including individual and tour-group arrangements. These policies are useful for travelers whose trip is limited to Hainan, but they do not automatically allow travel across the rest of mainland China.

Cruise ship visitors

Some cruise passengers can enter under special arrangements at selected ports. These rules depend on the cruise route, port, group arrangement, and nationality.

Pearl River Delta from Hong Kong or Macau

Certain tour groups entering the Pearl River Delta from Hong Kong or Macau may qualify for special visa-free arrangements. This is usually not the same as independent travel, so confirm whether a registered tour operator is required.

Special Economic Zone visa on arrival

Some Special Economic Zones have offered visa-on-arrival style policies. These can be narrow and local. They are not a substitute for a normal China visa unless your exact route qualifies.

Port visa / visa on arrival

China has a port visa system for some urgent or special cases. For ordinary tourists, it is safer to treat this as an exception rather than a default plan. Airlines may not allow boarding if you cannot prove that you can enter.

If you plan to rely on a port visa, confirm the exact port, eligibility, documents, fees, and onward travel rules before departure.

Hong Kong, Macau, and Taiwan are separate systems

Mainland China, Hong Kong, Macau, and Taiwan do not share one tourist entry policy.

For example:

• A mainland China visa does not automatically grant entry to Hong Kong or Macau.
• Hong Kong or Macau visa-free access does not automatically grant entry to mainland China.
• Taiwan residents and Hong Kong or Macau residents use separate travel-document systems for mainland entry.

If your route is Shanghai to Hong Kong to Beijing, or Hong Kong to Shenzhen to Macau, check each border crossing separately.

Tibet and restricted areas

Some regions require additional permits beyond a Chinese visa or visa-free entry. Tibet is the most important example for foreign tourists. Travelers normally need a Tibet Travel Permit and must follow approved travel arrangements.

Border areas and sensitive regions can also require extra permits. Do not assume a valid China visa allows independent travel everywhere.

Accommodation registration

Foreign nationals staying in mainland China for more than 24 hours must register their accommodation with local public security authorities. Hotels usually do this during check-in.

If you stay in a private home, you may need to register with the local police station or approved local service within the required time window. The Wikipedia article notes that noncompliance can lead to warnings, fines, detention, or restrictions on future transit-without-visa use.

Bottom line

If your trip is a simple mainland China holiday and your passport is not clearly covered by a visa-free policy, apply for the correct visa before travel. If you are using visa-free or transit rules, make sure your passport, ports, onward ticket, stay length, and travel area all match the policy.
