Rent a Car and Drive in China

Renting a car can unlock mountain valleys, desert roads, villages, and scenic areas that are awkward to reach by public transport. Rental fleets also include many newer Chinese car brands and electric vehicles that can be fun to try. It is usually unnecessary inside Beijing, Shanghai, Chengdu, or other major cities, where metro systems, high-speed rail, and DiDi are easier than traffic and parking.

The important legal point comes first: a foreign driving license or International Driving Permit (IDP) alone is not normally enough to drive in mainland China. Most short-term foreign visitors need a Chinese provisional driving permit before collecting a rental car.

Is renting a car right for your trip?

Renting a car works best when:

• Several rural attractions form a natural loop.
• Public transport between small towns is slow or infrequent.
• You are carrying luggage, outdoor equipment, or traveling as a family.
• You are comfortable navigating unfamiliar road rules and Chinese-language parking systems.

It is usually a poor choice when:

• Your route connects major cities already served by high-speed rail.
• Most of the trip is inside dense urban centers.
• You only need a car for one remote day. A hired car with a driver may be simpler.
• The route crosses high mountain passes in winter or enters areas with additional travel restrictions.

Do not assume a mainland rental car can cross into Hong Kong, Macau, or another country.

What license do foreign visitors need?

China requires a driving license or provisional driving permit issued by the Chinese authorities. An IDP does not replace the Chinese permit.

The central government’s Guide to Working and Living in China says short-term foreign visitors can apply for a provisional permit for small cars. A short-stay permit is normally valid for three months. For a longer approved stay, validity can extend to the permitted stay period, up to one year.

The same government guide currently identifies bilateral license arrangements with France, Serbia, Belgium, and the United Arab Emirates. These agreements mainly benefit long-term residents, who can exchange their home license for a full Chinese license without written or road tests. They do not remove the need for a temporary permit on a short visit: a short-stay visitor from one of these countries, like any other visitor, still exchanges the license and its Chinese translation for a temporary driving permit, free of the physical examination and exams.

How to get a provisional driving permit

Apply through the traffic management authority in the city where the rental company is located. Major international airports have vehicle management service counters, but availability, processing time, and document details vary by city.

Prepare the documents

• Passport and the entry document, visa, stay permit, or residence permit used for the trip.
• A valid full foreign driving license. Learner, internship, temporary, and provisional foreign licenses may not qualify.
• A Chinese translation of the license issued by a qualified translation agency or notarized by a notary office.
• 2 recent one-inch color ID photographs with a white background.

Application location

The permit must be issued by a traffic management authority. Airport service stations are usually the most practical for a visitor arriving by air, but they may have shorter hours than a city vehicle management office. Processing at these offices typically takes about 30 minutes once a complete application is accepted, although queues can add time. You will also be asked to provide a Chinese name. Prepare one Chinese rendering of your name and use it consistently on the translation, application, and rental documents. Bring the complete document set and confirm that the chosen counter still processes provisional permits before traveling across the city.

Shanghai

Shanghai publishes the following temporary driving-permit service locations. The airport counters are convenient for arriving passengers, while the four Vehicle Management Office branches are useful if you are already in the city.

Shanghai does not accept a translation from an ordinary translation company for this application. Use one of the two locally designated organizations below. Call or email first to confirm the fee, turnaround time, required documents, and whether an in-person visit is necessary.

Beijing

The Beijing Traffic Management Bureau lists its main office and branches, the Capital Airport T3 Vehicle Service Station, and the Daxing Airport Vehicle Management Service Station as application locations. The two airport stations are the simplest choices for many arriving visitors. Check Beijing’s current English provisional-permit guidance.

Beijing does not require you to use a designated translation company. The translated license should be accompanied by a color copy of the translation company’s business license bearing its official stamp. Tell the company that the translation is for a Chinese provisional driving permit so it prepares the correct supporting document.

Jingyi Zhengtong (京译政通) is a private agent used by some foreign travelers for temporary-permit assistance. It can be worth considering if your flight arrives after the airport office has closed. This is not a government counter, so confirm the fee, required documents, turnaround time, collection point, and whether you must appear in person before paying.

Office names are more reliable than translated street spellings when searching a Chinese map. Paste the Chinese office name or address into Amap rather than relying only on the English address.

Book the rental carefully

Large airport and downtown branches are more likely to understand foreign passports and provisional permits. Contact the exact pickup branch before making a non-refundable reservation.

Alongside international rental brands, eHi Car Services (一嗨租车) is a useful domestic option. Its English website includes information for foreign renters and temporary Chinese driving permits, and its larger branches are generally familiar with foreign passports. Requirements can still vary by branch, so send the pickup location copies of your documents and ask for written confirmation before booking.

Bring:

• Passport or Foreign Permanent Resident ID Card.
• Valid Chinese driving license or provisional driving permit with Chinese translation.
• The payment card accepted by the rental company.
• Reservation confirmation and the local contact details you used for the booking.

Check:

• Whether the branch accepts foreign passports and your permit type.
• Deposit amount and accepted cards.
• Automatic or manual transmission.
• Mileage allowance.
• Fuel or battery return policy.
• One-way return fee.
• Geographic restrictions and prohibited roads.
• How tolls and traffic violations are charged after return.
• Roadside assistance number and operating hours.

Insurance matters

Do not judge coverage by labels such as “full insurance.” Read the exclusions and excess.

Confirm whether the booking includes:

• Mandatory third-party liability insurance.
• Damage waiver and the amount you must pay before coverage begins.
• Glass, tires, wheels, roof, and underbody coverage.
• Passenger coverage.
• Roadside assistance and towing.

Photograph every side of the car, the wheels, windshield, fuel or battery level, odometer, interior, and existing damage before leaving. Repeat the photographs when returning it. Keep the signed inspection record.

Navigation and language

Use Amap / Gaode (高德地图) or Apple Maps in mainland China. Amap has an English interface and strong driving navigation. Google Maps is not dependable for live navigation because its China data and location alignment can be inaccurate. See the full Navigation in China guide for setup details.

Keep Amap running with voice guidance while driving. It warns about many known traffic cameras, changing speed limits, fixed speed cameras, and average-speed zones. Treat these alerts as assistance rather than a substitute for watching the road signs, since a newly installed camera or temporary restriction may not yet appear in the app.

Road signs on major expressways often include English or pinyin, but local roads and parking facilities may be Chinese only. Follow the navigation lane guidance early rather than changing lanes at the final moment.

Basic road rules

China drives on the right-hand side. The national Road Traffic Safety Law also requires drivers and passengers to use seat belts, obey posted speed limits, yield to pedestrians at crossings, and park only where permitted. At intersections, turning traffic must yield to vehicles traveling straight ahead. A vehicle turning across a bike lane must also watch for bicycles and e-bikes continuing straight.

These right-of-way rules exist in law, but compliance and enforcement can be inconsistent, particularly outside major cities. Do not assume another driver will yield simply because you have priority. Slow down before intersections, crossings, village entrances, and unmarked junctions, and wait until the other vehicle’s intention is clear. Defensive driving matters more than insisting on your legal right of way.

Practical points for a first-time visitor:

• Do not assume a familiar rule from your home country applies.
• Traffic cameras are widespread. Speeding, phone use, illegal parking, lane violations, and red-light violations may reach the rental company after the car is returned. Amap normally announces known cameras before you reach them.
• Speed enforcement includes fixed-point cameras, which record your speed at one location, and average-speed zones (区间测速), which calculate your average speed between an entry and exit camera. Amap can show the remaining distance and estimated average speed in a known zone, but obey the posted limit throughout the section.
• Watch carefully for e-bikes and scooters, especially when turning across a bike lane.
• Give buses and trucks extra room. Lane changes can be abrupt in city traffic.
• Weather changes quickly on mountain and plateau roads. Avoid forcing a schedule through snow, ice, fog, flooding, or rockfall warnings.
• Plate-based driving restrictions and limited-entry zones are mainly a concern in large cities. Add the rental car’s license plate to the vehicle profile in Amap. The app can then plan around known plate restrictions, restricted roads, and controlled hours. Check the local rule as well, especially before entering a major city center.

Expressways and tolls

Many intercity expressways charge tolls. Ask whether the car has an active ETC device and how the rental company bills ETC charges.

If ETC is not available, follow signs for a staffed or manual lane. Depending on the toll road, you may collect a card or have the plate recorded at entry and pay at exit. Keep a working mobile payment method and some RMB cash as backup.

Major public holidays can include toll-free periods for qualifying small passenger cars, but these are also some of the busiest driving days of the year. Avoid them when possible. Check the Chinese Public Holiday guide before planning a road trip.

Fuel and electric cars

Petrol stations commonly sell grades labeled 92 and 95. Use the fuel grade printed inside the fuel door or specified by the rental company. Many stations are staffed, so show the fuel grade and payment amount on your phone if communication is difficult.

China has a large electric-vehicle charging network, but charging may require a local app, QR code, account, or mobile payment flow. An EV is practical when the rental company explains charging clearly.

Parking

Use marked public garages or official scenic-area parking. Payment typically relies on automatic license-plate recognition. Before leaving, scan the posted QR code in WeChat or Alipay, confirm or enter the license plate, and pay on your phone. Self-service payment machines are uncommon, so make sure your mobile payment works before driving.

If the car breaks down or you have an accident

Stop safely, switch on the hazard lights, and follow the rental company’s emergency instructions. For a traffic accident, call 122. Call 120 for an ambulance and 110 for police emergencies.

Record:

• The full road position and nearby signs.
• All vehicles and license plates.
• Damage, skid marks, signals, and road conditions.
• The other driver’s license, registration, and insurance details when safe to do so.
• The police report or reference number.

Do not agree to a private settlement or authorize repairs before speaking with the rental company and insurer. If the car cannot move on an expressway, leave the traffic lane, move behind the safety barrier when possible, and call for authorized assistance.

A sensible first road-trip plan

1. Decide whether a hired car with a driver would be easier.
2. Confirm provisional-permit eligibility with the local vehicle office.
3. Confirm that the exact rental branch accepts foreign passports and provisional permits.
4. Complete identity verification before arrival.
5. Allow a flexible day for translation and permit processing.
6. Choose an automatic car with clear insurance and roadside assistance.
7. Start with a short daylight route before attempting mountain roads or a multi-day circuit.

Driving in China is possible, but it rewards preparation. The permit is only the first step. A suitable route, a cooperative rental branch, reliable navigation, and a conservative schedule matter just as much.
